Obtaining proper training and education prior to pursuing a career that involves the public’s health and safety is essential. People who wish to pursue a career in the barbering, cosmetology or electrology profession are no different. It is absolutely critical that barbering, cosmetology and electrology students are offered a quality educational experience so they are equipped with the knowledge and tools needed to safely service Californians. Who, then, ensures that schools are providing this quality education we speak of?
California Business and Professions Code section 7362 states in part, that a school approved by the Board of Barbering and Cosmetology is one which is licensed by the Bureau for Private Postsecondary and Vocational Education (BPPVE) and provides a course of instruction approved by the Board.
For the past two and a half years, the BPPVE, which once had regulatory authority over private postsecondary schools, was inoperative. The non-existing BPPVE could no longer license barbering, cosmetology and electrology schools, which in turn, for the most part, prevented the Board from approving new schools and its curriculum.
Moreover, because the law specifies that Board licensees must complete a barbering, cosmetology or electrology program at an “approved school,” students may not qualify to take the Board’s examination if they were to attend a school that has not been previously approved by the BPPVE.
For future school owners and students alike, the passage of Assembly Bill 48 is the light at the end of the tunnel. Effective January 1, 2010, this new law creates the Bureau for Private Postsecondary Education (BPPE), the successor governing agency to the former BPPVE. The BPPE would offer protection to students by licensing and overseeing private postsecondary schools, including schools of barbering, cosmetology, and electrology.
The Board is currently working with BPPE staff to ensure a smooth transition for future school owners wishing to obtain approval. All school inquires can be emailed to bppve@dca.ca.gov.
