Summer is finally here and with that comes an increase in customers requesting pedicure services. Here is the guide to what is required by the Department of Licensing to protect you and your customers.
• Remember that cosmetologists can perform natural nail services, but to do any artificial nail services you need to have a manicure license.
• No one should perform services on a person that has an open wound or signs of infection.
• Any tools or instruments that cannot be sanitized and disinfected must be thrown away or given to the customer after each service. This includes files, buffers, orangewood sticks sanding bands, toe separators and pumice stones. If the tool is marked sanitizeable it may be reused, however, it must be sanitized and disinfected before use on the next customer.
• All sanitized and disinfected tools must be kept in a closed, nonairtight container (not out on top of the station)
• Customers may not bring their own tools or instruments back into the salon.
• Salons may not store tools or instruments for reuse on customers.
• Work stations must be sanitized and disinfected before each service on a customer.
• Razor edged tools designed to remove calluses (including Credo Blades) are not allowed.
• Nail dusters are not allowed to be used to remove nail dust or debris from the client.
• Clean towels must be used for each customer.
• Headrests of chairs must be sanitized and disinfected and covered with a clean towel or paper sheet after service on each client.
• Foot spas that circulate water must be cleaned and disinfected after use on each customer.
• At the end of the day the screen must be removed and cleaned with soap and water. Before you put the screen back it must be totally immersed in an EPA-registered, hospital grade disinfectant.
• The spa system must be flushed with low sudsing soap and warm water for at least 10 minutes at the end of each day.
• Every other week after the daily cleaning and disinfection the spa must be flushed with a solution of bleach and water for five to ten minutes. Then, allow the bleach solution to stay in the spa for six to ten hours.
• You must keep a record of the daily and bi-weekly cleaning and disinfecting for the spa. The record must be made at the time of the cleaning and disinfecting and must be made available to any client or department representative on request.

We are currently recruiting for three industry related (cosmetology, barbering, manicuring and/or esthetics) members and one public member for the Cosmetology, Barber, Esthetics, and Manicuring Advisory Board.
Members of Advisory Boards provide an important link between the Department of Licensing, the public, the Legislature, and the Governor. The information that members provide about industry and community needs can have a profound effect on state policies and lead to improved service.
If you are appointed as a member of the advisory board you would receive $50 compensation for each day spent conducting official business plus travel expenses.
You will be expected to:
• Attend scheduled quarterly board meetings
• Be available for additional meetings when necessary
• Be knowledgeable about the legislative process and issues affecting the board
• Interpret community opinions, attitudes, and needs
• Offer proposals and recommend changes in programs, policies, and standards.

What does the new law require?
During the 2009 legislative session, Substitute Senate Bill 5391 was passed and signed by Governor Gregoire. This law requires all individuals who engage in the practice of body art, body piercing, or tattooing to become individually licensed. Tattooing as defined in the law includes Permanent Cosmetics. In addition to the “individual license”, a “location license” must be obtained for any shop or business or any individual operating independently (pay your own taxes) in an established shop. Employees are not required to have a location license.
When does the law take effect?
The law is effective July 1, 2010.
What happens next?
Over the past year, the Department has developed rules for this new law. We have worked closely with individuals who perform permanent cosmetics to ensure that the rules will create a safe and sanitary environment for the consumers of this state.

Cosmetologist, Manicurist, Estheticians, Barbers, Instructors, Salon/Shops, Personal Services Operators, and Mobil Services Operators can renew licenses online. Watch for your Notice to Renew in the mail and if you are eligible, you will receive a password and the website address. Visa or MasterCard are required for online payment.
Did you Know???
If you saved $12 a month over a two year period you would have saved enough money to pay for your operator renewal * and two years of salon shop renewals.
*This amount applies to licensees with only one endorsement. To accommodate for additional endorsements simply add to this amount! $14 a month for two endorsements, $17 a month for three endorsements and $20 a month if you have all four endorsements.
