During the 82nd session the Texas Legislature passed Senate Bill 1170, which makes improvements and additions to the Barbering laws.
Bill changes include:

February 1st was the first day barber schools could submit curriculum to TDLR's Education and Examination division to establish a course for a cosmetology operator, holding a current license, to "fast track" and earn a Class A Barber's certificate.

Senate Bill 1170 changed the title of Barber Teacher to Barber Instructor and created new paths to qualify to take the Instructor examination.
To be eligible for a Barber Instructor license an applicant must:

The Bill authorizes the Texas Commission of Licensing and Regulation to adopt rules for licensing specialty instructors to teach specialty courses and removes the five year experience requirement as a practicing barber to qualify to be an instructor.
