New Barbering Rules Effective Feb. 1, 2012

During the 82nd session the Texas Legislature passed Senate Bill 1170, which makes improvements and additions to the Barbering laws.

Bill changes include:

New Path for a Cosmetology Operator to earn Class A Barber certificate
Barber Instructor title change and new path to become a Barber Instructor
New Barber Shampoo Apprentice Permit
New Barber Technician/Manicurist specialty license
New Barber Technician/Hair Weaving specialty license
New Specialty Instructor license
Change in barber school square footage and equipment requirements

Cosmetology Operator - New Path to Earn Class A Barber Certificate

February 1st was the first day barber schools could submit curriculum to TDLR's Education and Examination division to establish a course for a cosmetology operator, holding a current license, to "fast track" and earn a Class A Barber's certificate.

To be eligible to earn the Class A Barber certificate an operator must:

Hold an active operator's license under Chapter 1602
Complete at least 300 hours of instruction in barbering through a commission-approved training program in a barber school
Pass the required examination
Submit the department application form and required fee.

Barber Instructor Is New Title and New Paths to Earn It

Senate Bill 1170 changed the title of Barber Teacher to Barber Instructor and created new paths to qualify to take the Instructor examination.

To be eligible for a Barber Instructor license an applicant must:

Be at least 18 years old
Have a high school diploma or a high school equivalency certificate
Hold a current Class A Barber Certificate

Have completed:

A 750 hour course of barber instruction in barber courses and methods of teaching in a barber school; or
Have at least one year work experience as a licensed Class A Barber and:
Have completed 500 hours of instruction in barber courses and methods of teaching;
Have completed 15 semester hours in education courses from an accredited college or university in the last 10 years; or
Have one year work experience and a degree in education from an accredited college or university.

The Bill authorizes the Texas Commission of Licensing and Regulation to adopt rules for licensing specialty instructors to teach specialty courses and removes the five year experience requirement as a practicing barber to qualify to be an instructor.

Specialty Barbering Licenses Create New Career Opportunities

Senate Bill 1170 brought major changes to the barbering industry and included three new license types:

Barber Technician/Manicurist Specialty License
Barber Technician/Hair Weaving Specialty License
Barber Shampoo Apprentice Permit.
