Returning to school after 30 years isn't for the faint of heart, but possessing the willingness to move half way across the U.S., to a state offering a fast track barbering course for cosmetologists, demonstrates the desire Janie Rivera of Houston had to earn a Class A Barber permit. Fortunately for all Texas cosmetologists, in 2011 the 82nd Texas Legislature's passage of Senate Bill 1170 enabled Janie, and others, to attend a fast track course at a barber school in Texas.
"I looked into moving to California to complete their fast track course and earn a California barbering certification with an idea of eventually applying for a Texas permit through the reciprocity agreement between the two states," explains Rivera, a licensed cosmetologist since 1976. "I'm excited the new law allowed me to stay close to home and have the support of my family, my employers, my clientele and Acres Home College of Barber Design," states Rivera. "My bosses, Travis Caldwell and Missy Richie, worked with me so I could alternate working one week and attending class the following week. Acres Home College worked with me on scheduling because they knew I had to work while attending school. I'm especially grateful to my clientele, who have become my friends, for making their schedules work with my new work schedule. I also appreciate their encouragement for me to go after my dream and earn the Class A Barber permit."
Rivera has worked as a cosmetologist at Carolyn's Beauty Salon for 13 years. Carolyn's and Travis Barber Shop, both owned by Travis Caldwell and Missy Richie, are located in Porter, Texas. Caldwell practiced barbering over 58 years before retiring from haircutting this year. Caldwell's daughter, Missy Richie, states, "My dad and I were happy to be able to support Janie in reaching her goal to be a Class A Barber. We now have other cosmetologists working at Carolyn's considering earning a barber's permit, and I'm one of them!"
When asked what it was like returning to school after working more than 30 years Rivera stated," It was hard. Some of the industry terminology had changed and studying hair design was new to me. When I attended Houston's Baldwin Beauty School in the 70s we were told 'you do it this way, now go do it'."
Rivera plans to keep both her cosmetologist operator license and her Class A Barber permit in good standing. "Both licenses can open doors and I don't know what my future holds for me."
Sixteen students are currently enrolled in the new, fast track barbering course offered at schools across the state. TDLR knows returning to school can be a sacrifice for students but once the work is done and a new opportunity presents itself the memory of "doing without while in school" fades.

The Eyelash Extension Examination is available for perspective applicants to take. To be eligible to take the examination the applicant must:
1. Be at least 17 years of age;
2. Have a high school diploma or GED
3. Have completed a training program of at least 320 hours of classroom instruction and practical experience.
The Eyelash Extension Specialty license was passed in 2011 by the 82nd Texas Legislature. Other cosmetology licenses approved for eyelash extension application services include: Cosmetology Operator, Esthetician and Esthetician/Manicurists licenses.
1. What services can I perform with an Eyelash Extension Specialty License?
You may apply and remove semi-permanent, thread-like extensions composed of single fibers to a person's eyelashes, and cleanse the eye area and lashes.
2. Can Eyelash Extension Specialists apply eyelash strips or eye tabbing?
No. This license only allows application and removal of semi-permanent, thread-like extensions composed of single fibers to a person's eyelashes, and cleansing of the eye area and lashes.
3. How to I obtain an Eyelash Extension Specialty license?
You will be required to complete a 320 hour Eyelash Extension course in a licensed beauty school and pass the required examinations.
NOTE: The grandfathering period for the Eyelash Extension Specialty license ended April 1. To obtain the Eyelash Extension Specialty license you must complete a 320 hour Eyelash Extension course in a licensed beauty school and pass the required examinations.
Currently, the Texas Department of Licensing and Regulation (TDLR) has approved three cosmetology schools to offer the Eyelash Extension Curriculum.
